APELL was developed by UNEP (United Nations Environment Programme) in cooperation with the Chemical Industry of the United States and the CEFIC (European Chemical Industry Council). It was endorsed by the Agenda 21 program in 1992 during the United Nations World Conference in Rio de Janeiro.
